BOROUGH COUNCIL

REGULAR MEETING. The regular meeting of the Ronough Council was held last evening, the Mayor, Mr A. J. Graham, presiding. There were also present Crs. Fitzherbert, Eliott, Clausen, Mansford, Milverton, Canton, Tremaine, Low and Hodgens. CORRESPONDENCE. From the Public Works Department making application for water supply to the property of Mr E. T. Strawbridge, Boundary Raad, outside the borugh, and agreeing to pay the total cost of the connection.—Granted. From G. Torstonson, Ltd., making application for a two-inch water connection to their timberyand in Ruahine Street , and stating that the water w.as required for fire purposes only.— Granted;..- : ... WORKS COMMITTEE.

The works and,town planning committee recommended that-the question of constructing a footpath. on the southern side of Botanical Road, from Church to Main Streets,. be referred to next year’s estimates. That Mr W. Hannan be informed" that the council regrets being unable to gqant him permission to place a novelty selling street stall in the Square gardens opposite Waldegnave's Buildings. The committee further recommended that the inspectors in the employ, of the council be granted permission to attend the annual conference of the. New Zealand Sanitary Inspectors’ ' Association to be held at Napier in January next, provided they bear their own travelling expenses. That the question of re-conditioning Heretaunga Street ✓ from. Grey to Featherston Streets and Cook Street from Cuba to Main Streets be referred to next year’s estimates; that the Engineer report on the present condition of the roadway in Milverton Avenue; that the question of forming a footpath on one side, of Willis Street as requested by . Mrs A. Munro, be referred to next year’s estimates; that the Engineer bo instructed to fill in tire pot-holes in Cook Street between Church and Ferguson Streets. —Agreed to. With -reference to a request from the Municipal .Association that certain information be furnished to the State Fire Insurance Office to enable, it .to give an assessment of the rates upon which ii. would issue fidelity policies, the committee reported that it had resolved that, if the association is willing to give other insurance companies an opportunity of- formulating similar proposals and assessing special rates, the council would consider the proposal os per the association’s latter. With reference t othe condition of the j|>id- roller, a communication was received from.a local company offering to dismantle the roller, carry out the necessary repair work, and re-assemble same to the satisfaction'of the Government inspector of machinery for the sum of £340. It was resolved that this price be accepted, and the company requested to carry out the necessa uy work, ’ payment of the said sum to be made in April next, tho work to be finished and the roller tested by March 1, 1928. With further reference to the suggestion of tlie River Board that an endeavour bo made for an arrangement to bb entered into with the Borough Council and the Batchehir Estate whereby the shingle bank below Herbert Bridge be removed, it was resolved : (a) That the council offer- the Batchelar trustees the sum of £SO per annum for the exclusive right to remove and Cart away all shingle, sand and boulders .from the shingle bank below Fitzherbort Bridge; (b), that, in consideration of the payment of the above sum, the council shall have the right to access to the said shingle bank through such part of f the Batchelar estate as the Borougli engineer may decide; (c) that the council shall have a ton years’ option over the said shingle bank and the area through which it will bo necessary to obtain access thereto, the said option to be 1 renewable from } r ear to year. The Wanganui City Council forwarded a resolution protesting against the amount of the proposed petrol tax, adding that it should be reduced by one half and that no exemptions should be granted. Tire committee reported that it had informed the Wanganui Council that the borough had already applied to tho Government for total exemption from payment of the additional tax. It was also reported that Mr H. R Farquliar was present at the meeting of the committee and had made application on behalf of tire owners concerned for permission to construct a new street through section 1087, 1088, 1089, and 1090. Mr Farquliar submitted a layout plan arid stated that tho new street would consist of six foot lawns on each side next to tho street boundary, footways seven feet in width; six foot lawns next to the kerbstone on each side, and 16 feet of bitumen for traffic, giving 28 feet between the kerbs. Mr Farquhar had asked consideration in the matter of tho council bearing the cost of laying tho sewer on one side of the new street. It was resolved that tho owners of the property be granted permission to construct the said new street in accordance with the suggested layout—and the borough requirements relating to the construction of now streets so far as hpplicable; that the council is unablo to agree to defray the cost of the one length of sewer, hut will repay to the present owners the sewer connection fee of £5 15s payable for the purchasers of each section upon application being made for each individual sewer connection; such repayment of fees shall not exceed the contract price for tho laying of one- line of sewer, with a maximum of £2OO. —Adopted.
