DARTMOOR PRISON.

LONDON, Nov. 27. Sir W. Joynson Hicks, who recently made a tour of the penal settlements and prisons, described Dartmoor as the cesspool of humanity. He confessed that it was difficult to know wliat to do with the criminal residium.
