The Daily Telegraph’s diplomatic correspondent states; “London financial circles are astonished at the news that German banks, in co-operation with industrialists, assisted by a 60 per cent. State guarantee, are negotiating with the Soviet Government for -the granting to the latter of commercial credits for between forty and sixty millions sterling.
