RUSSIA’S LIABILITY.
BRITISH ATTITUDE. LONDON. April 7. Replying to the London Chamber of Commerce, which urged Government action on N behalf of British claimants against Russia, Sir Austen Chamberlain pointed out that the Soviet hitherto had made settlement dependent upon a Government guaranteed loan, which was I ’impossible. Britain had repeatedly stated that she was ready to consider faith proposals, but was not prepared to take tho initiative in fresh negotiations so long as the Soviet maintained its present attitude. —Sj'dney Sun cable.
