SPECULATION RIFE. PROSPECTS NOT HOPEFUL. Received January 22, 9.10 a.m. LONDON, Jan. 21. The Times’s Berlin correspondent says: “With tho now German Government scarcely in the saddle speculation is already rife regarding its prospects, which aro not regarded optimistically in any quarter. The Nationalists consider it merely a veiled form of coalition which they, throughout, have uncoiupromisingly opposed. The press of all parties points out that the Government has no solid basis. The tendency, however, is .. to await events beforo anticipating the death of tho Parliamentary system, of which the recent struggles are declared to be symptoms.”—Times.
