The Times’s Berlin correspondent says: “With tho now German Government scarcely in the saddle speculation is already rife regarding its prospects, which aro not regarded optimistically in any quarter. The Nationalists consider it merely a veiled form of coalition which they, throughout, have uncoiupromisingly opposed. The press of all parties points out that the Government has no solid basis.
