FOSTERING IMPROVEMENT. LARGE REVENUE INCREASE. Received January 22, 2.30 p.m. TOKIO, Jan. 21. In the Lower House M. Hamaguchi, Minister of Finance, outlined tho financial programme, which aimed at fostering a more vigorous financial improvement. Under the proposed tariff ad valorem duties would be mainly converted into specific duties. Necessaries would bo exempted or subjected to lower duties. It was anticipated that, under tliis revision, the revenue would bo increased by 7,500,000 yen in tho first year to 19,000,000 in tlio third year and afterwards. The figures had been prepared by experts, and the recovery of the yen showed that economic conditions were improving.—Reuter.
