SHANGHAI POLICE.

COMMISSIONER RESIGNS. SHANGHAI, Dec. 23. The Municipal Council is sending a letter to the senior Consul, saying that notwithstanding the fact that the majority of judges on the Commission of Inquiry exonerate the police from blame concerning the recent shooting, Mr McEwen, Commissioner of Police, and Mr Emerson, inspector in charge of the Louza station, have tendered their resignations. The Council, preferring, as always, to take action, likely to promote a settlement of the questions at issue, it was decided to accept tho resignations with an expression of appreciation of the meritorious services these officers had rendered in the past. Tho Council further desires to renew its expressions of regret at the loss of life on. May 30 and as a mark of sympathy with the wounded and relatives of those killed, enclosed a cheque for seventy thousand dollars, “which the Council asks you to transmit to tho Chinese Foreign Commissioner for distribution to those concerned as a compassionate grant.”— A. and N.Z. cable.
