GERMAN DISARMAMENT.
MARSHAL KOCH’S REPORT. SECRET REORGA NI SAT lON Received November (i, 11.15 a.m. PARIS, Nov. 5. According to the Journal, Marshal Foch’s report on German disarmament, which the Conference of Ambassadors will examine to-morrow, declares that the German Government recently made undoubted efforts Lo comply with the military clauses of the Peace' Treaty, especially with respect to war material, but secret reorganisation of the General Headquarters Staff continues, also the organisation of the police, which practically amounts to doubling the effectives of the Reichswelir, and the secret societies arc evading the clauses dealing with the teaching of children. The Journal forecasts tho possibilities of an announcement of the early evacuation of Cologne in order to prove the Allies’ loyalty to the spirit of Locarno, and the maintenance of inter-Allied military control.—Reuter,
