PROGRESS OF COMMISSIONS. Received November 5, 12.35 p.m. WASHINGTON, Nov. 4. The American and Italian debit funding commissions on Wednesday disignated two joint sub-committees to go into the details of a possible settlement, which is regarded as evidence of progress.—A. and N.Z. cable.
