Mr Harold Livingston Taplev, the Independent Reform candidate, who defeated Mr J. W. Munro, tlie sitting Labour member for Dunedin North, is Mayor of Dunedin. He was a member of the Otago Harbour Board from 1913 to 1929, and was chairman of the board in 1919 and 1929.
