M. CAILLAUX’S PROPOSALS LONDON, Oct. 31. The Morning Post’s Paris correspondent states that M. Painlove’s Cabinet was no sooner complete than M. Caillaux showed his teeth. Ho pnblished in tho Petit Parisien the full text of his financial proposals with accompanying arguments which ho presented to his colleagues at tho last sitting of tho retiring Cabinet. Tho general effect of tho proposals is already known. Ho proposed a debt redemption office to bo endowed with an annual revenue of from eighteen to twenty million sterling, derived from fresh taxation on capital, tho revenue receipts also to/ include tho German Dawes payments as received; tho office to bo free from Parliamentary control, the funds not to figure in tho Budget, but to bo used solely to meet tho debts of £he Treasury as they become due.—A. and N. cable.
