ITALY AND GERMANY. ROME, Oct. 31. Signor , Mussolini and the German Ambassador liavo signed the ItaloGerman treaty of commerce and navigation, based on the most favoured nation treatment and agreement to avoid tho imposition of double duties. —A. and N.Z cable.
