OFFER BY THE POWERS. Received December 10. 10.25 a.m. PEKIN, Doc. 0. The protocol ministers met to-day and finally drafted a note to the Chinese Government, drawing attention to the necessity of observing the treaty obligations, and indicating the readiness of the Powers concerned to assist China in accordance with the terms of the Washington treaty if China’s foreign obligations are fulfilled. —A, and N.Z. cable.
