PROPOSED LEGISLATION. DISCUSSION IN PARLIAMENT. Pur Prt6> Association. WELLINGTON, July 23. In connection with the Legislative Amendment Bill introduced in the House of Representatives by tho Prime Minister, Mr Holland said he hoped the bill would net be persisted in. If the hill proposed to establish proportional representation on a proper basis it would receive the wholehearted support of the Labour Purty. hut they would not support this “hybrid” bill, lie ashed wlmt would happen if the bill became law. Mr Massey: Which hill? Mr Holland: The bill (the Prime Minister is asking leave to introduce.
Mr Massey : You have not seen it. Mr Holland: If we have not seen it, then a breach of faith fas been committed so fur as this House is concerned. Mr Massey: No, that is not so.' The Hon. J. A. Ilanan said that the introduction of the measure showed that the Government recognised that the first past the post system was unfair and undemocratic. He would support the measure as it meant the people would have a wider range of choice of representatives. Mr Forbes said they would have to wait and see what' difference hud been made in tho hill since last session. Mr Massey: I did not say it was not the same bill. 1 said it was not necessarily the same hill.
Mr McKeen was speaking against the hill at 5.30, and us the debute was not concluded when the House adjourned the motions to introduce the bill was not put by tlie speaker. £
