BALKAN WAR EFFORT. SEDUCING BULGARIA. LONDON, July 7. That tlio Bolsheviks are preparing a revolutionary rising in the Balkans which will commence in Bulgaria is the opinion of the Sofia correspondent of the Times, who says that whereas formerly the Bolshevik agents in Bulgaria confined their activities mainly to members of the agrarian and Communist parties, they are now concerntrating on tho army, the gendarmerie, State officials and members of the bourgeois parties. Huge sums have been assigned to tho furtherance of “the cause” in Bulgaria, and acting on the maxim that every man has his price, the Bolshevik agents, half of whom are foreigners and half Bulgarians, often posing as business men, are engaged in buying the services of everyone who may be useful to them. It is known that the Bolsheviks have sent also to Bulgaria bug quantities of arms and munitions. Fortunately, the army, which is Bulgaria’s bulwark against Bolsheviks, is believed to be loyal, and although there have been isolated eases of soldiers at frontiers guard posts succumbing to the Bolsheviks’ bribes, officers and men seem well disciplined, and possess a good morale. Tho gendarmerie also appears to be in a good state, but several members of the secret police are known to have accepted Bolshevik money.
