DISCUSSION IN HOUSE OF LORDS’.

CIVIL SERVANTS’ CLAIMS.

LONDON, July 22. The House of Lords debated the Indian situation on the initiative of Lord Peel, who asked for a full Government , statement of its policy. He especially drew attention to the general constitutional situation and the question of applying the report of the Lee Commission dealing with the acceleration of the Indianisation of some of tho services, tho, provincialisation of other services, and the improvement of tho financial conditions and security of tenure of tho European civil servants for the Indian Service, whose recruitment in Britain has recently been becoming difficult.

Lord Olivier, replying, declared tliat owing to the magnitude of the issues involved it was impossible to pass judgment on the Lee recommendations within such a short period. In the meantime lie sympathised with the claims of the civil service. He declared that the recruiting in Britain of certain services was temporarily suspended under tho recommendations of the report, but the British recruiting for the pivotal services continued. Concerning the latter, lie did not fear being unable to get sufficient applicants. As regards constitutional reform, Lord Oliver declined to prejudge the report of committee which at present is exhaustively exploring the situation. — Reuter.
