The Daily Telegraph’s diplomatic correspondent says that Air AlacDonald informed the Allied Ministers that the bankers, particularly tho Americans, wore disinclined to take up the forty million loan for Germany, being dissatisfied with the guarantees. The Ministers were keenly disappointed and had a conference with tho Governor of tho Bank of England and others till a late hour. The hitch is undoubtedly serious.—A. and N.Z. cable.
SERIOUS DIFFICULTIES ARiSE
POLITICIANS BLAMED
Received July 23, 11.25 a.m. LONDON, July 22. Mr MacDonald yesterday and to-day had Iqngthy conferences with tho chief Allied delegates to the London conference. Subsequently Cabinet held its weekly meeting, wluph was advanced by a day in view ot the probability of a plenary session of the conference being held to-morrow. It was i otieeable to-day that AI. Ilerriot was looking pale and tired and was apparently suffering from strain. The comments in the French newspapers, based op leng despatches from their correspondents, make it clear that serious difficulties have arisen, chiefly due to the attitude of the bankers towards the proposed iqan to Germany- Even AI, Harriot’s organ, the Era Nouyelle, joins in tho chorus, the newspapers declaring that the bankers aro influenced by politicians hostile to the Reparations Commission and aiming at preventing France from retaining freedom of action in the event of German default. The Matin describe# (he difficulty ns serious and alffiMt tragic, and says: “If M. Herriot refuses the bankers the guarantees they require the Dawes plan will fall to the ground, and if he agrees it will ultimately mean a revision ot the treaty of Versailles.” —Reuter.
