MAKING HASTE SLOWLY. LONDON, Jan. 30. Mr Ramsay MacDonald, while speaking at Carlisle, en route to Edinburgh, said the Government had inherited a great mess, which it was its duty to clear tip in accordance with Labour principles. Rome was not built in a day and Europe would not be cleared up in a day. “I think we have made a good beginning. We were told when we came into office that the whole of England was going to wrack and ruin. The more we have of such wrack and ruin as we have had during the last few days the better it will be for England. The Daily Herald’s political correspondent, under the heading “Soviet Republic to be recognised,” writes: “There is nothing to justify the assertions that there are any steps in preparation for the recognition of the Soviet Government. The stories circulated to the effect that a mission of investigation will be sent to Moscow are ridiculous. The Government intends no such step, for the question had been already decided.”—A. and N.Z. cable.
