Tho regular session of tho Diet opens on tho 27th. It is predicted that it will be shortlived and a dissolution is certain by the middle of January. Tho Seiyukai majority are preparing a bill for the mpoachmont of Vicount Goto, tho Homo Minister, which is intended to forestall tho introduction of manhood suffrage and force a general .election on the basis of tho present limited electorates. —A. and N.Z. cable.
