' DE VALERA’S OPINION, LONDON, Feb. 28. Do Valera has informed the Republican Army Association that he cannot agree to the proposal for a truce, which would be regarded by both sides as a breathing space wlmrem to prepare for a violent resumption of hostilities. Ho added: “Previous efforts to secure peace, failed through foolish persistence in an attempt to base it on tho acceptance of the so-called treaty and tho recognition of usurpation as legitimate Government.”—A. and N.Z. cable. Feb. 28, The Duke of Abercorn opened the Northern Parliament amid renewed scenes of enthusiasm and read the King’s Speech, Tiie principal bills mentioned are education and temperance reforms, also a measure making it obligatory for civil servants to take tho oath of allegiance to the King and Government. It is proposed to, appoint a Royal Commission to inquire into the natural and industrial resources of the north. t ' The Marquis of Dufforin has been appointed Speaker of the Ulster Senate and Vice-Admiral of Ulster. Sir James Craig, in the Ulster Assembly, elated that arrangements had been made to assure the absolute security, of the borderland.
