Received Jnlv 10. 9.25 n.m. WASHINGTON. July B._ The Siato Department has announced iho removal of all previously existing restrictions on trade communication with Soviet. Russia, Fnve on the shipment of war materials. This does not, implv American recognition of the Soviet, Americans will trade with Russia, solely upon their own responsibility. It is understood that this step has been taken of the Allies ofter thev were notified of the United States' intention.—(A. and N.Z. cable).
