LABOUR APPEAL FOR PEACE. LONDON, July 7. The British Labour delegation has returned from Russia, and has issued an repeal for immediate peace- with Russia, where the marks of the blockade are everywhere visible. Received July 10. 9.50 a.m. WASHINGTON, July 8. The United Stales removal of the embargo on trade with Russia is limited. It prohibits rho shipment of materials susceptible for nfe in war, and does not grant nor imply political recognition of any party or faction, and does not guarantee the protection and aid usually extended to United States citizens trading in foreign lands. D maintains the. prohibition of travel to and from Russia, withholds passport's, denies the validity of Bolshevik concessions, and prohibits shipments of locomotives.—(A. and N.Z. cable).
