Mr Josephus Daniels, Secretary to the Navy, has disclosed that Admiral Decker, who refused the Naval Cross on the ground that he was inadequately rewarded for his services in keeping Spain out of the war, was dismissed from his Madrid post in consequence the American Ambassador's representations.

Mr Daniels alleges that Admiral Decker thought himself the real Ambassador, and acted accordingly.
