MESOPOTAMIA.
ITS DEVELOPMENT DURING WAR.
By Eleotrio Telegraph.— Auatralian-New Zealand ("Table Association. LONDON, Pec. 30. Sir John Hewitt's report on Mesopo taraia reveals extensive work undertaken out of army funds both for military purposes and civilian requirements, especially in regard to agriculture and irngation. The latter was necessary to provide food for the troops and to obviate famine for tho civil population. Much of the work done will prove of great future advantage. A great improvement was effected to tho port, facilities at Basrah and to the inland transport fleot', which during the war cost £3,250,000, and most of the latter is saleable. Sir John Hewitt recommends' that the civil administrator should take over the many development works at a cost of £2,000,000:
