Signor Nitti. in the Chamber of Depnties, announced tlie introduction of 8 Bill abrogating the King’s right to declare war and make peace and contract treaties, all of which powers he proposed should he tested in Parliament., The announcement led to/cenes of enthusiasm, the Socialists, joining m. Signor Nitti added that‘the National Council at Finnic associated itself with the now programme, _ which was also supported by a plebiscite of citizens, but a minority had not yet allowed the carrying out of the will of the majority.
