President Wilson delivered an important address at the. Federation of Labour Convention at Buffalo, urging ell’otts to speed up tin l product ion ol war essentials and to end all lulmur disputes. The Government does not desire to resort to the conscription of labour, but prefers the partial suspension of union rules, working men re ceiving concessions from the employers and permUting the extension of unionism. President. Wilson assailed the pacifists, and declared that if Germany retains the Berlin Baghdad railway it will have retained otn of its chief objectives.
