AUTOCRACY OR DEMOCRACY
CHANGING CONDITIONS IN GERMANY. NEW YORK, Nov. G. Heir Matthias Erzeberger, leader of the Roman Catholic Centre Party in the Reichstag, announces that Germany has already changed from an autocracy into a democracy. It is reported that the Italians are retreating from the Tagliamento.
