Tho Emergency Fleet Corporation is planning to equip transports and cargo Ixiats with a system of bulkheads, the object of defying the single torpedo. Even if two or three torpedoes strike, the bulkheads will keep the, vessel afloat long enough to permit of the soldiers and crew disembarking safely and carefully, as the destroyers with the convoys render the U-boat operations most precarious after the first torpedo.

FRENCH SPOILS OF WAR, LONDON, Oct. 26. A French communique says: There was a genuine advance this morning beyond uie positions readied last evening, bordering on the Oiso-Aisne Canal, and the village and forest of Pinon; also the villages of Paigivy and Filain are in our hands, South of Filain, which our patrols penetrated, we occupied farms at St. Manncus, Chapclle, and St. Bormtho. The enemy under our pressure was compelled to abandon much material, including _ twenty guns, several of which are .six-inch mortars. Altogether 120 guns have been captured since the 23rd October. We have counted, in addition, several hundred ttiine-throwers and machine guns. We took over 2000 prisoners during the day, and over 11,000 prisoners, including 200 officers, have been taken since the beginning of the operations. The Germans on the right bank of the Mouse followed un a morning bombardment of the Bois Lo Chaumc with an attack, which our lire stopped. ANOTHER LOAN TO FRANCE. Received October 27, 9.10 a.m. WASHINGTON, Oct. 26. The Treasury announces a loan of twenty million dollars' to France. The total lent to France so far is 790 millions.
