TRAFALGAR DAY CELEBRATIONS.
TO BE TREATED AS PIRATES-. GERMAN SUBMARINES AND THOSE RESPONSIBLE., (B v Electric Telegraph—Copyright,) (Peh Press Association.) (Router’s Telegram.) Received October 22, 8.45 a.in. LONDON, Oct. 21. Trafalgar Day was celebrated in the ens tomary fashion. The wreaths laid on the Nelson monument included one from the Navy League in memory of the French fallen at Trafalgar. The Lord Chancellor, speaking at the Navy League luncheon, declared that v hen wo dictated terms of peace, the crews_ of German submarines, and those in high places who gave thorn orders, should he treated as pirates. The dawn was already beginning to appear, and we might look forward at no distant date to a. durable peace.
The Japanese Ambassador said that Japan had loyally fulfilled tier obligations, and was gradually extending her naval and military onerations, and to-day was actively engaged in certain portions of the European theatres of war.
