The Daily Telegraph’s Copenhagen correspondent says the Social Democraten states that Professor Eden has formed a Ministry consisting of six Liberals and three Socialists, including M. Bainting as Minister of Finance. [This message, although coming from Copenhagen, evidently refers to the new Swedish Ministry, which a cable message from Stockholm stated two days ago Professor Eden had been commissioned to form.] THE SUBMARINE MENACE. The proposed Anglo-Dutch arrangements under which Holland was to import several hundred thousand tons of coal from Britain, the latter in return receiving a certain proportion of foodstuffs from Holland, has apparently broken down. The Dutch Minister of Agriculture states that the plan for requisitioning ships to bring coal from Britain had been abandoned owing to Germany’s inability to guarantee their safety, even if they have distinguishing marks, because they might be mistaken for submarine traps. The captain and forty-nine members of the crew of the British steamer who have landed report that they were attacked by two submarines, the vessel being sunk without warning. The submarines shelled the crew after entering the boats, killing two and wounding six.
