IN THE UNITED" STATES AND CANADA. BERNSTORIvF'S INSTRUCTIONS FROM THE GENERAL STAFF. Received October 11, 1.30 p.m. WASHINGTON, Oct, 10. The. State Department lias published tho following cablegrams received by Count BernstorfF: — "January 3, 1916. Secret. The general staff desires energetic action for the destruction of the Canadian-Pacific railway at several points, in order to completely interrupt the traffic. Captain Bochm has been instructed to inform the military attache to provide the necessary funds. (Signed) Zimrnermann." "January 22. Obtain particulars of persons suitable for carrying out sabotage in the United States and Canada from the following." Then follow three, names, including Jeremiah O'Leary, of New York, who is described as reliable but not always discreet. These persons are indicated by Sir Roger Casement. The cable continued : "Sabotage can be carried out in every kind of munition factory, but Embassy must not under any circumstances be compromised. Similar precautions must be taken with the Irish propaganda. (Signed) Representative general staff.' MUTINY ON GERMAN WARSHIPS. KAISER'S ORD~ER FOR EXECUTIONS VETOED BY MICHAELIS. Received October 11. 2.10 p.m. LONDON, Oct.. 10. In connection with the disclosures madd by Admiral Von Capelle, it is stated thafc tho crews of four German battleships imiti'need. The captain of the Wostfalen was drowned, and the cruiser Nurnberg wag seized and headed for Norway, but a flotilla, recaptured the vessel. The Kaiser ordered executions, but Dr. Machaclis vetoed them.
