An armistice between the Constitutionalists and the .Federals has been signed, and hostilities will be suspended throughout the Republic, according to an announcement by the Governor of the Federal district in the name of President Carabajal. WASHINGTON, July 23. Foreign complications are looming between Mexico and England, France, Spain and European creditors generally over killing of and injury to citizens. The French Ambassador has been commanded to seek reparation from Carranza through the United States for killing two French priests at Zacatcas.
