The Mexican delegates wish the new president to take over power as approved by the Constitution. This means a tacit recognition of Huerta by the American Government, which objects to anything of the kind. It is thought likely a via media will be found. The mediators' suggestion is that the United States need not recognise any president until the Huertans and Constitutionalists both agree to accept him. The peace plan is already agreed to tentatively. It gives the Constitutionalists a controlling voice in the new Government and the only obstacle is the refusal of the Constitutionalists to participate in the proposed settlement.
