ARTHUR DUNCAN WINS OI'EN CHAMPIONSHIP.

(Peb Press association.) "WANGANUI, Sept. 5. _ 1 The New Zealand golf championship j was continued to-day in weather somewhat mixed. In the early morning a.. stiff gale blew from the westward, and i ri heavy shower fell about 10.30, The ! wind then veered to the south, but in the latter part of the afternoon was much quieter. . _ Some good golf was again witnessed. Arthur Duncan maintained his lead in the open championship, and playing very consistently won the coveted titlo of champion. His third round j wa6 done in, 80, and his fourth in 81, the total being 319. J. C. JohllSOll; was three behind Duncan, but lie; played tho best rounds of the day, scoring 79 and 77 respectively. Clements was in bettor form than on Monday and put up 81 and 80, his aggregate being 326, which was equal-; led by Stewart, who, however, lost several strokes, his rounds being 83 and 85. Wellington's No. 1 team carried off the inter-club challenge vase. The ladies' monthly medal matches were continued on the Hokowhitu links yesterday. RULES OF GOLF. | In answer to a query recently submitted from the Hale Club whether a player can ground his club in permanent grass in a hazard, the Rules of Golf Committee have answered:—lf tlie grass of the bunker is within the . boundaries of- tho hazard, tho club may not,be grounded on it. "Wherever there is a hazard which is naturally ill-defined it is the duty of the committee to make the boundaries of the hazard clear to players, either by local rules or by marking the actual boundaries, or by both methods. As an example the local rule at St. Andrew's states: "The grass bordering the road at the 17th hole ie part of the haz-, ard." The term "permanent grass" does not occur in the present rules; that was introduced for the first time in the 1902 code, and found a bad rule to interpret. Tho game is played in this respect as it has been played in the past, and though there are bunkers here within which a ball can lie on grass, 110 difficulty is experienced with the present rule No. 25.
