BOROUGH COUNCIL.

Tho fortnightly meeting of tho Palmer* ston Borough Council was held last evening, there being present; Tho Mayor, and Crs. Armstrong, Ilaydon, Stubbs, McCarty, Beale. Clausefi, Mowlcm and Nathan, The Mayor thanked Gr. Armstrong for having acted in his absence at the last meeting, which he believed was the first lw had missed during his term of ollicc. Ho expressed his appreciation of tho sympathetic resolution on that occasion passed by the Council. His Worship also asked Councillors to assist him its much as possible with' tho business, as tho ordor paper was a lengthy one. CORRESPONDENCE. A number of applications were received for extension of timo to connect with sewer, etc., and tho Mayor and Crs. Bealc, Ilaydon and Armstrong wcro appointed to report, J. B. McKcnzio wroto asking for' half a day's pay which he stated was duo to him—Granted. W. Walther asked for a, lamp in Roy street, at tho upper end—Provided for in loan proposal. Health Department wroto stating that tho Council must carry out tho provisions of the Health Act in icspcct of certain premises in Boundary road, and compulsory cleaning generally. The Department also forwarded a report on houses in Wellsburnc street, Campbell street, and Boundary road.—Referred to Borough solicitor. G. Allman asked permission to removo a building,—Referred to Works Committee, with power to act, A. MoDowall, asking for refund of 10s overcharged on sanitary levy. —Grantod. Tlio Gas Company wroto _ o* plaining why lamps at corner of Rangitikci street and Boundary rOad word not erected, and giving particulars of tho cost of supplying. Scandia street and other lamps—Work to bo carried out by the Company at its discretion. L. Wilson offered to supply broken metal.—Received.

Tho High School Board, asking for the use of tho road roller.—Granted. A Torstcnson and others wrote asking for footway in East street.—Received, M. Petrie, asking for the position of caretaker for Coronation Ilall,—Received, The Employers' Association sent notice of meeting in reference to the Drivers' Union.—Cr. McCarty to attend. . C. A Loughnan roqucsted tho Council to abate an alleged nuisanco caused by the flowing of water on to Mr R. S. Abraham's property from the railway yards by way of West 6troet. The engineer was instructed to bring up a report on tho matter, and it was also decided to write to tho Railway Department asking that tho nuisance from, the yards be remedied and a catch pit installed. From the Valuation Department, re Zealandia Hall exits,—Referred to tho Borough solicitor for an opinion. R. Searle applied for a. permit to erect cottages—Granted. J. M. Johnston complained of a cabman's refusal to drive him to tho railway station—lt was resolved to warn the driver in question. Thomson and Moore, asking for the passing and certification of street?.—Engineer to report. A letter from A, Guy, with enclosure from Land Transfer Department, was held over.

Butchers' Association asked that the enforcement of the payment of license fees for hawking carts be held over till a deputation should wait on tho Council. —Agreed to. FEATIIERSTON STREET. Mr F. Bryant waited on tho meeting with a request for the piping of a drain running past hi s property in Feathersion street, and for tho extension ot the footpath. He was selling the land, which had a frontage of 19 chains; it was being cut up, and three houses would lo erected shortly, with more to follow. It was expected that all tho land would be sold within a year. He was prepared to contribute £IOO towards the cost, the whoic o? which would have to bo borne by the Council if tho mattor was delayed. It was decided that the Mayor and Crs. Ilaydon and Nathan confer with Mr Bryant and report, and that the engineer prepare an estimato for tho construction of a concrete drain.WORKS COMMITTEE. The Works Committee reported having met on Thursday last Tho tender of J. Rush at £32, for fencing Scandia street pit, was accepted. Tho olfer of H. R. Miller and Co., of £24, for about nine tons of osien willow,s cut on tho river bank, was accopted. Mr Pinkerton waited on tho committee with reference to tho erection of piers to, support the walls of his forro-concrotc building', and agreed to erect nine-inch walls. It was resolved t.i recommend the Council to allow each settler through whoso property iho Tiritea stream runs the use of the Borough water as at present supplied for an annual payment of £3; tho Borough solicitor to draw up conditions and submit them to tho Council. It was decided to inform Mr Allman that tho Council was prepared to allow him to take up Mr White's ease for the extended term ; and that if lie provides the Council with an authorised survey, and the land alleged to have been washed' away is not in existence, the rent and rates will bo reduced accordingly, The engineer was instructed to report on Mr application to extend water to Weston's Avenue, and also on an application from Mr Trow to fill in a depression in Roy street He was also directed to supply Mr Jack with the ventilator test he required, Tho Council was recommended to place a sum on tho estimates' to widen tho bridgo leading into To Awe Awo street. It was decided to inform Mr Alex. Watt, of, Cross street, that the Act did not permit of a road being made of a less width than 66 feet or a right of way more than 20 feet, and then tho latter could not te thrown open for a public thoroughfare. It was resolved to lower the pipe drain loading across Main street West from Mr Coupland's section, provided the three persons adjoining sign an indemnity to the Council not'to take action for any damage which may result from backing up in flood time Tho matter of water supply to Tiritea settlors was held over, for the opinion of the solicitor to the Municipal Association, and tho report as amended was adopted. CEMETERY COMMITTEE, Tho Cemetery Committee met on tho 31st ult., thero boing present: Crs Armstrong (chairman). Mowlcm and McC'arty. It was resolved to recommend tho Council to agree to the sale of a double block of land between block's 16 and 29, which had previously been reserved as a road, and to sell tiio right to bury in these two • sections, provided the ownors of the adjoining sites did not make a ciaim for them. It was recommended that block 45 sot aside for the freo burial of such mombers of the Catholic congregation as canont afford to purchase a site, the present block being fully occupiedAdopted.

ENGINEER'S REPORT. Tho Engineer, in the course of his report, stated: —Ro fencing between tho Council's Waterworks Reserve and Mr C. Eising's land. Mangahao Survey District: I have inquired into tlm matter and find that Mr Eising owns two sections. namely, section 2 blbck 6, and section *4," block 5. The first named boundary was a length of twenty chaino. and the second a length of 115 chains. From Mr Eising's letter it appears that he only requires tho renewing of a length of 21 chains at present, the, cost for erection only being £1 per chain, which I would | recommend the Council to accept, a.s I have visited tlio locality and are therefore aware of its difficulties. It is possible that Mr Eising at somo future date may require tho remainder of tho boundary to bo fenced, but this can bo considered when tho occasion arises,—Tho depression in Roy street, complained of bv Mr Trow, will require nine earthenware pipes nine inches in diameter and 20 loads of filling. The cost will be about £4 10s, and I would suggest that tho work bo dono, as it will form part of the futuro footway construction—Re water supply to Weston Avenue: The Council have' one-inch pipes which aro not now in uso; these can bo taken up and relaid in the thoroughfare namod, and

They have been recoated with bitumen, and. aro now equal to new.—The two concrete culverts authorised to bo constructed in Ferguson street at tho entrance to Thomson and Moore streets, aro completed, the cost of same being £57 4s 2d; tho length being 140 feet by two feet four by three feet six in section.—l havo received tho following linns' quotations for tho namod mechanical filters which it is proposed to irstal in connection with tho Borough water supply: Messrs Richardson and Blair, Wellington, for Bell's patent filters; Mr 11. S. King, for Mather and Pluitt's patent filters; Messrs E, W. Ilursthouse, for Candy's patent filters. Tho report was adopted.
