DISABILITIES ON ENGLISH TEACHERS. (By Electric Telegraph—Copyright.) (Per Press Association.) Received April 7. 8.55 a.m. CAPETOWN, April 6. After a stormy all-night sitting in the Orangia Legislative Council, tho Bill subjecting teachers to disabilities who are not able to teach both in English and Dutch was read a second time by the casting vote of tho President. Ail the English-speaking members of the School Boards and School Committees have resigned.
