THE TECHNICAL SCHOOL.

NEW SCHEME OF MANAGEMENT, At the meeting of the High School Board of Governors last night the following scheme was adopted in conncction with the future management of the Technical School: — (1) The Committee to consist of ten members made up as follows:—The chairman, the treasurer, and two other members of the High School Board of Governors 4, Rector of High School 1, Pal,,merston North Borough Council 1, Kairanga County Council 1, A. and P. Association 1, Trades' Union 1, Employers' Association 1, total 10; five to form a quorum. (2) Tho Chairman of the High School Board of Governors shall be Chairman of the Technical School Committee, and shall have a deliberative as well as a casting vote, and the Treasurer of the Board shall be Treasurer to the Committee. (3) The Committee shall be appointed as soon as possible, but tho delay in appointment of one or more representatives shall not affect the validity of anything done prior to all such appointments being made, and thereafter all appointments shall be made in tho month of January in each year, or as soon afterwards as possible, subject to the continued approval of this scheme by the High School Board of Governors. The Board shall have the right to veto anything beyond tho authority here given. (4) The duties and powers of the Technical School Committee shall bo as follow:—(a) To prepare for tho approval of the High School Board of Governors each year a prospectus which shall in its draft form contain the number and designation of classes, the fees proposed to be charged, the name of the teacher, and the salary proposed to be paid. (b) After tho adoption of tho said prospectus by the Board it shall have control of the classes, and shall have the power to re-arrange them if found necessary. The Committee shall also have the power to commence new classes if found necessary, but in all such cases shall report to the Board for its approval. (c) The Committee shall have full control of all moneys received by way of income, the word "income" to be defined i to mean all moneys received from fees, capitation, donation, with subsidy, sale of material, and all other sources of technical income, and shall have power to expend all such income for the purposes of technical education to tho extent received or earned during any current year, (d) All moneys received on account of the Technical School shall be paid into a separate account at the Union Bank, to be opened in the name of the High School Board as a technical account, and to be operated on by tho Technical Committee by means of cheques signed by the chairman, the treasurer, and tho director. (c) When the technical account is not in funds, and there is an expenditure authorised to be met, then the Board shall transfer a sufficient sum to meet the same. Should the Education Department pay any technical funds into tho Board's general account the amounts shall be transferred to tho fechnical account. As soon as the technical account is sufficiently in funds the transfers made under this section shall be re-paid to the general account of tho Board, (f) To make all appointments of teachers and instructors, and to terminate such appointments as and when they think fit, excepting the appointments following, which shall be made by the High School Board of Governors, viz.: —Art master, cookery instructor, and woodwork instructor, (g) To have control and supervision of Technical School buildings and grounds, and to engage all employees and workmen necessary for the keeping in order and maintenance of such grounds and buildings. No expenses other than urgent repairs to buildings shall be authorised by tho Committee without the consent of the Board, (h) It is a condition of the setting-up of this Committee that the appointment of the present Director of the School is settled, and such appointment and tho salary attached thereto are not to be interfered with in any way except by way of recommendation. Any future appointment of director and the salary to bo paid to him shall be made by the High School Board of Governors, and the foregoing clause shall apply to such future appointments, (j) The director of the Technical School shall be secretary to the Committee, and shall keep a faithful record of all the Committee's proceedings, and an account of tho finances properly entered in accordance with tho j Audit Office's requirements. He shall forward to the High School Board before every monthly meeting a monthly report which shall include:—l. A copy of the Committee's minutes; (2) A list of the accounts recommended for payment; (3) An abstract of the accounts showing tho credit or debit balance and real financial position; (4) A list of the classes started or discontinued during the month; (5) A list of the instructors who have resigned or been appointed during the month. (6) The number of students attending each term, (k) At the end of the financial year the director shall prepare a properly drawn-up balance-sheet for submission to the Board, and for audit purposes. Ho shall also produce to the auditor all his books required for audit, (i) The Committee shall not commence any day classes without the previous consent of the High School Board of Governors. Messrs Rutherfurd and W. T. Wood were elected members of Committee in addition to the ex-officio members, the chairman and tho treasurer, Messrs Collingwood and Hirsch.
