Grey announced that Britain had intimated to the States concerned m the Sugar Convention that she is prepared to withdraw from the Convention in 1908, unless there is exemption from penalising bountyfed sugar. In the House of Commons Captain Craig asked whether the Government would guarantee a loan to develop British interest in the New Hebrides, provided the Islanders consented to the deletion of the clauses of the Anglo-French Convention relating to the employment of children from sunrise to sunset, with only one hour's rest.
