Sir Henry Campbell-Bannerman, in a vigorous party speech at Manchester, incidentally directed his sarcasm to Mr Balfour's tardy coming into line on the tariff question. Mr Balfour was countenancing an attempt to use the Imperial Conference for party purposes. He remarked that the efforts to sow dissension between the Government and the colonies had failed as it deserved. He recognised that a severe struggle was approaching over tariff reform. In reference to Prince Bulow's speech, he declared that the suspicion that Britain wished to embarrass Germany by raising the question of limitation of armaments absolutely unfounded. Mr Birrell promised that no preference would be permitted to religious denominations. The Nationalist Commoners are asking for information concerning the religious beliefs of the Irish Privy Councillors and Land Commissioners, also the names and occupations of 666 Deputy-Lieutenants. The Times declares the perils to the Judicial Committee of the Privy Council would be fewer and slighter if its composition corresponded more closely with the variety of its tasks.
