The Russian Revolution.
(By Electric Telegraph Copyright.) Per Press Association. LONDON, January 26. lieuter's St. Petersburg correspondent states that the revolutionary movement in the Caucasus is declining. A congress of Polish revolutionists held in Finland, resolved to discountenance any revolutionary action until April 4th, when they will resume the struggle with the peasantry. ST. PETERSBURG, Jan. 26. The Russian Government is considering the initiation of vast public works to relieve the starving peasants. An American firm offers to construct a Baltic-Black Sea canal, from Riga to Kherstan, at a cost of forty millions sterling. (Received January 27, at 8.50 a.m.) ST. PETERSBURG, Jan. 26. The police have arrested several members of the Terrorist Organisation at St. Petersburg. They seized documents showing that it was intended to kill Count Witte. Many sugar refiners at Kief have dismissed thousands of workmen holding advanced opinions.
