PAEIS, August 22.
M. Houvier informed the Powers of the circumstances of the Algerian chief's arrest at Fez, and states that it is France's intention to exact reparation.
M. Taillander presented an energetic demand for the release of Algerians at Fez, the punishment of the Kaid who is responsible, and the payment of an indemnity of 2000 dollars and an additional 100 dollars for each day's delay. In the event of delay France will make a demonstration, either in the occupation of some point on the frontier or a naval display on tho coast.
It is believed France makes a demonstration in any case as a lesson to the Magazan and in the hope that it will have a salutary effect on the negotiations for a conference. The Temps says that Prince yon Bulow's instruction to M. Tattenbach to co-operate with M. Taillander is an act of courtesy France could not fail to appreciate.
