Germany's Unfriendliness to

France.

(By Electric Telegraph — Copyright), (Per Press Association.) Received March 31, at 7.27 a.m.

LONDON, March 30

Count yon Bulow's organ in Berlin states that however much M. Delcasse's defenders may twist and turn they cannot prove that Germany assented to the new French policy in Morocco. The political importance of the Kaiser's visit to Tangier lies in the fact that it is an outward and visible recognition by Germany that the Sultan has not abdicated his sovereignty in France's favour. The French newspapers temperately reply that when the Ango-Spanish-French agreements were made Gennara did not give the slightest sign of dissent, though clearly but informally acquainted with the terms of the policy. The Times comments upon the unfriendliness of Germany's attitude to France. Eeceived March 31, at 9.3 a.m. LONDON, March SO. Raisuli, (who recently lead a revolt but was subsequently induced to submit to the Sultan's authority) the newly appointed Kaid, will maintain order in his district. He wishes to confer with the Kaiser. Eaisuli's safety at Tangier has been guaranteed. The Times says commercial free dom for all, the integrity of Morocco and the development of order and security will form the basis of the French policy and the basis of the Anglo-French entente. The Morocco entente will shortly receive expression in a friendly meeting between the British and French Channel and North Sea squadrons.
