The British representative at Yangtse is entitled, under the Thibet treaty, to. go toLhassa to settle questions which it is impossible to deal with elsewhere. Beuter understands that the spreading of the payment of the indemnity over 75 years was arranged at the Thibetans' instance while Col.. Younghusband was at Lhassa. although the Thibetans were warned that the terms of the treaty provided for the occupation of the Chumbi Valley until the money was paid. m The India Office's statement implies that the Home Government has not assented to the arrangement. The North German Gazette says that Germany has not taken steps either way. The Minister/at Pekin has expressly intimated that he is not interested.
