The forecast of the^new, constitution abrogates the original constitution and its'amendments. The new Legislative Council is to consist of a Governor, ten official and six' elected members and two natives. Two of the elected members are from Suva, one from Levuka, and three are agricultural representatives. The franchise qualifications are property valued at ;£2O per annum, or an income of £120. The native members are selected by the Governor. Civil servants have no votes.

At' about one o'clock this morning an untenanted six-roomed cottage, on tne Beaconsfi'eld: Road, property of Mrs WingKee, was totally destroyed by fire. The origin of the fire is a mystery. This is the sixth fire to have occurred on properties belonging to Mrs "Wing Kee in the Midhirst district during the past two years. At the last sitting of the Supreme Court, New Plymouth, a man named Arthur McAuliffe was sentenced to imprisonment on charges, of arson' and perjury in connection with the fire before this, which destroyed one of Mrs "Wing Kee's cottages. The place- destroyed last night was mortgaged to the New Plymouth Building Society and was insured for a small amount in the New Zealand Company. ;

Herbert Bollwell, aged 24, single, a recent arrival frem England, was found dead in bed last night from poisoning, self-administered. Deceased had complained of nervousness and melancholia and consulted a doctor last evening.

At the Police Court to day a milk vendor was fined 10s and costs for selling milk which was not pure. Defendant said he . sold weakened milk to sick people. Another case is , proceeding tor adding water to milk.
