FROM OUR OWJJ CORRESPONDENT CBY TELEGRAPH.) LONDON", APBIL 24 The cargo of frozen mutton ex steamship Chimborazo was frozen too hastily before shipment, and has partly arrived in bad condition. Inferior mutton sold at 2d, and good at 6d per lb. The Cabinet have decided that 1,500 men shall be sent to reinforce the naval squadron which has proceeded to Tonquin, in view of the outbreak of hostilities between France and Annam.
