The shipping authorities consider that the proposed forty-eight -• hours week for seamen will-seriously affect the high speed of Atlantic liners and cause a heavy loss in third-class passenger space in order to malce room for the greatly-increased personnel. It must also lead to a considerable increase in fares and freights.
