The Duke of York and Prince Henry attended a farewell dinner tendered by Lord Blvthe to Sir Thomas Mackenzie at the Athenaeum Club.

The Japanese Lower House defeated the Universal Suffrage Bill by resolution, the voting being 283 to 155. Huge crowds met outside while Parliament was debating the measure, and attempted to adopt a resolution censuring the Cabinet, but the police broke up the meeting.

The New York Times's Washington correspondent states that informal conversations * are progressing between the American and Japanese Governments relative to the antiJapanese agitation in California.

Mr Meighan (the Canadian Premier) announced that his Cabinet contains nil but two of Sir Robert Borden's Ministers. The new Ministers are Mr Wigmore (Customs and Internal Revenue) and Mr McCurdy (Public Works).
