Her naval plans were based solely on the geographical situation, but the possible •strength of other navies detachable j'-gainst Japan received consideration. The naval Budget Estimates ..covered four new battleships, four battle-cruisers, twelve cruisers, other small -vessels, torpedo equipment, .and oil tankers. The estimated cost •ivas 680,000,000 yen.
