Advicesi indicate that the results of the general elections now proceeding in France, Italyy-.and Belgium are most uncertain, a^V apart from the war, changes in the electorates and the franchise have in all cases much modified the position. The changes include the introduction of proportional representation in France and Belgium. There has been intense Bolshevik propaganda in France and Italy.

LONDON, Nov. 17.
,Mr Ward Price, writing m. She Daily Mail, declares: "France is suffering from serious economic exhr.ustion, for which^the Government soes no remedy beyond increasing the issue of paper money, threatening ultimate bankruptcy, Increased prices- are eating up the. savings of the. most frugal classes and are producing interminable demands for higher wages. Britain and America are being bitterly reproached, owing to their failure to secure for France financial reparation from Germany.
"The situation favors in a dangerous degree the growing revolutionary spirit, not only among the workers, Imt among the hitherto Conservative poor. M. Loriguet is-openly promoting Bolshevism and class war, and is, organising a Red Guard with a* view to recourse to armed force. Other Socialist leaders boldly declare that if the elections favor the Bourgeoisie bloodshed is inevitable."
