ANNUAL REPORT.

The Educational Institute, at its annual meeting, revised its constitution in the direction of giving the right of separate' existence to subbranches of district Institutes. _ The annual report of the Institute states th.it, consequent on the passing of the Education Act, the number or education districts was reduced to nine. Tt was a matter for regret .that this question should be handled m so inadequate a maimer by the powers that ruled them, but at least it ran Id be said that a beginning had been made, and that the Institute had a certain measure of success to encourage it m advocating still further reform. Recent legislation pointed to a widening acknowledgment of the great importance of the place which education occupied among the national Junctions. Acknowledgment is- made of the action of the Auckland and Wellington Boards in. promoting teachers -while absent on ;nilitary duty. This inadequate pay of teachers serving in tbe ranks is drawn attention to.
